- Blacklist Sanction: Any firm with documented non-payment, regulatory enforcement, or bankruptcy history receives an immediate 10-point deduction.
- Band Criteria: 75+ classified as Strong, 55–74 as Moderate, below 55 as High Risk / Weak band.
